In the event of a power outage or flooding—especially when combined with a loss of internet connectivity—a municipality must rely on its own resources. In light of climate change and growing geopolitical tensions, cities must focus on their resilience. Tilburg is taking its first steps with a digital twin.
During disruptions, municipalities must continue to carry out their duties, and to do so, they need to know which residents and businesses are vulnerable. That data does exist, but it is scattered across numerous sources and is therefore very difficult to navigate. Tilburg is working to consolidate and integrate all that data so that city officials can quickly compare neighborhoods, buildings, and facilities when the need arises. This is reported by Stadszaken.
The system combines information on factors such as age, self-sufficiency, care facilities, childcare, building use, floor area, accessibility on foot and by public transportation, and the risk of flooding. Using all this data, the system performs complex simulations.
The first concrete result produced by the digital twin is an emergency support center scan. This scan identifies suitable locations for emergency support centers—physical locations where residents can go during prolonged power and telecommunications outages to obtain information, contact emergency services, or receive other support. Tilburg ultimately aims to designate about 40 to 50 such locations. The scan allows you to quickly see which locations qualify and which do not.
The system does not determine the location of the emergency support center, but it is a useful tool for selecting potential locations. This helps ensure that the decision is made objectively.
